NCAA changes Clock rules for next year

OK, I can't credit a source, I don't have that kind of time, but just to let you guys know, it's happened.  They made some minor changes, but for the most part have reverted back to the old rules.

If someone doesn't beat me to a link, I'll post as soon as I have time.

Under further review, college football rules-makers admit they were wrong.

The NCAA Rules Committee on Wednesday eliminated the year-old battery of regulations intended to shorten game times, acknowledging that the rules' residual effect -- the loss an average 12 plays per game -- had unfairly altered the course of play.

Most importantly, the committee restored the old regulation that the game clock starts with snap after a change in possession. Last season, the clock would resume running when the ball was whistled ready for play. Additionally, the clock will not start after a free kick until it is legally touched, unlike the new 2006 rule that stipulated the clock-start when the ball was kicked.

These recommendations will be sent on to the Playing Rules Oversight Panel, which next meets March 12. No rule can be enacted without approval from the oversight panel.

"The changes we made last year, overall, did not have a positive effect on college football at all levels," said Michael Clark, chair of the committee and head coach at Bridgewater (Va.) College, in an NCAA release. "Our charge is to protect the game and do what is best for college football. Last year's game lost too many plays, but it accomplished the need to shorten the overall time it takes to play a game."

New measures recommended

While rule-makers were pleased with an average 14-minute reduction in running time, they recommended new measures to restore the missing 12 plays without effecting game times. Among them:

  • Limit the play clock to 15 seconds following a television timeout.
  • Kickoffs moved from 35-yard line to 30-yard line.
  • Reduced charged team timeouts by 30 seconds.
  • Penalties for all kicking team fouls that occur during the kick can be enforced at the end of the run.
  • Encourage coaches, officials, game management personnel, media partners to manage the game in a more efficient manner.
  • Play clock is started when the ball is handed to the kicker by the umpire on all free kicks.
  • Limit instant replay reviews to two minutes to decide to overturn or confirm the ruling on the field

Kick-offs
I think the most significant rule change as far as Texas is concerned is the the kick-off line being pushed back five yards to the 30...Last year, UT's kickers were horrible with kick-offs and barely got the ball to the goal line (and that's when kicked of from the 35).

Mack better find a kicker with a leg to handle kick-offs, or our opponents average starting field position is going to be the 40.

Maybe Mack could hold a kicker pageant down at DKR...if you played soccer in high school or your last name ends with a vowel, report to the stadium this Saturday.

Be nobody but yourself in a world that desperately wants you to be like everybody else.

there are so many international students (south americans, spaniards, etc) who probably have amazing legs that aren't being put to use since Texas doesn't have a men's soccer team (damn you, Title IX!!). It would be really interesting what could happen if there -were- an open tryout

on "IX". My son was All Region Soccer player in Fort Worth, Had to go to Hardin-Simmons to play soccer.

in fairness to title IX
my understanding is just that the number of scholarships has to be even between men and women. (either that or the number of varsity sports has to be even or something).

there's nothing prohibiting Texas from fielding a men's soccer team if they want to, and long as they also add more women's scholarships.  Stanford, for instance plays 80 million different sports.  Texas has decided to concentrate its monies rather than spreading the wealth out over a bunch of sports.  That's Texas' decision, not Title IX's.

Agree with you
with a qualifier.  I think that title IX is needed to allow for equal opportunity to scholarships, but I think that an exception should be made for sports that make money, as they pay for the rest of the athletics programs.

I have a new diary (because I am a long-winded blowhard) on my experiences with Title IX and the UT athletic program, if you want to check it out.

Tucker
I watched every one of Westlake's games this year.  Tucker's kicks were usally out of the endzone, without a chance at being returned.  I can't recall a many kicks that weren't kicked into the endzone.  He also played significant time at safety, so in the event that someone breaks through, I feel better about him tackling than Lawrence or any of the others.

Hunter did that in HS as well
He had amazing length on his kickoffs, nearly 100% were unreturnable.  I have no idea why he didn't at DKR.

what about that rule...
...where you can intentionally be offsides to run the clock down?  Don't think I saw that mentioned.  Can't remember what team used it last season but I do recall a big fuss over it.

was Old Man Paterno bitching about not having time to put together a few-play drive before halftime, since they did 3 kickoffs (3, right?). But it was his own fault; he could have just declined the penalty the first time and saved the clock.

That's what this comes from...
"Penalties for all kicking team fouls that occur during the kick can be enforced at the end of the run."  That would address that Wiscy situation.
