He’s told reporters he’s trying to take as much time as possible doing rehab before he lays it all out for scouts.
It's fairly common, almost expected, for the top QBs from big schools not to throw

The one thing I hate about the combine is that it is completely over exaggerated. Scouts will go sour over a decent work out from a more highly touted prospect and then go banana’s over a workout warrior who was just decent on film. It is definitely an imperfect process and in the best interest for Colt to do a drill like this in an environment that is more friendly, especially with the injury.

Most top players announce that they won't work out at the combine for exactly this purpose
They want to have extra time to prep for pro days and private workouts. The two best reasons for the combine to exist are (1) it gets NFL personnel guys, coaches, and agents together in the same place at the same time, which greases the wheels for trades and the rampant tampering that leads to free agency signings, and (2) it provides significant exposure for lots of small-school prospects.

Wouldn’t it be in his best interst to wait until UT has it’s pro day here and throw with his Roommate? Do we have enough time to dig a water ‘track’ and bring in a boat for the two of them to show off their skills??
