The most striking thing about this article is the way the improvement in Texas hoops mimics the ascent of the state as the king of quarterbacks. It was the UIL rule change in 2000 allowing for 7-on-7 that catalyzed the state's incredible production of QB talent -- roughly 25% of all D1 starters in recent years.
