Apparently according to the bill if an institution refused to play the other they would be penalized and would suffer restrictions on their athletic scholarships.....

The University has to do this. It's a shame for all involved. Her attorney's comments are absurd. You can't exactly recruit student-athletes in the Penn State era with a coach on staff who is guilty of even a hint of sexual misconduct. Still, best of luck to her.
