I'd strongly prefer to make it like a reservation, or carnival attraction, surrounded by a giant fence so they can't get out. People could pay a small fee to go inside and watch the clowns march about and worship collies. They'd have enough money to survive down there, but we could quarantine them from the outside world that would prefer to pretend they're not there.

This could work.

Or if we could transplant College Station to Oklahoma, that would be nice, too.
