I haven't seen this in blogs or commentaries on the TCU game - which is a little frustrating - but the TCU player who tackled Brooks gave his leg an extra little twist after Brooks was on the ground. That's what caused the injury. To me, it's the equivalent of an out-of-bounds hit. Brooks was already down. It was a dirty little play.
