An unranked prospect, Phillips currently holds 22 total offers and along with Texas, programs such as Clemson, Oregon, South Carolina, Colorado, Tennessee and Wisconsin, among others have extended invitations.
Phillips now becomes just the second 2019 safety to pick up an offer from the Longhorns, joining five-star Bishop Dunne product Brian Williams.
